Summary of Senate Farm Bill (Agriculture Act of 2026)
On September 16, the Senate Agriculture Committee passed a Farm Bill proposal out of committee.
The attached summary details the nutrition-related provisions of the Agriculture Act of 2026, including the proposal for a one-year nationwide delay of the SNAP benefit cost share provision passed in H.R.1 in exchange for:
- Restricting the existing option for a two-year delay and
- Permanently increasing the highest benefit cost shift tier from 15% to 20% starting in FY 2031.
- The benefit cost share in FY 2031 would be based on a state's Payment Error Rate for FY 2027 (Oct. 1, 2026 - Sept. 30, 2027).
The summary also notes differences with the House-passed Farm Bill proposal.
