Summary of the Proposed Changes to SNAP in the Agriculture Title of the House Reconciliation Bill (H.R.1)

The Agriculture title of the House reconciliation package, the One Big Beautiful Bill Act (H.R. 1) as passed by the House, is estimated to cut hundreds of billions in spending on SNAP over the course of ten years, through FY2034. This resource summarizes the many proposed policy changes that would achieve these federal spending cuts, including but not limited to:

  • Increasing the share of SNAP administrative costs that states must pay

  • Shifting SNAP benefit costs to states for the first time ever

  • Cutting future benefit increases through limits on Thrifty Food Plan revisions

  • Expanding the strictest form of work requirements and time limits on participation 

  • Further limiting SNAP eligibility for non-citizens
